U.S. frustrated with Canadian control of weapons exports: Cable

OTTAWA - Nine months after the U.S. State Department began probing how Canadian parts ended up in a Chinese attack helicopter, American officials were frustrated with Canada's lack of co-operation in the investigation, a leaked cable shows.
That frustration extended beyond the perceived lack of help from Canadian security agencies, to a perception that Canada was ineffective in stopping weapons from being exported into the wrong hands.
At a meeting with the RCMP, CSIS and the Canada Border Services Agency, Frank Ruggiero, a senior State Department security strategist, stressed the need for Canada to do more to help with cracking down on weapons exporters, according to a cable posted on the website WikiLeaks.
``The (Immigration and Customs Enforcement) officers argued that until the price to be paid for export control violations is the same in Canada as it is in the U.S. - prison - adversaries will persist in abusing Canada as a venue from which they can illegally procure and export U.S. defence technologies,'' said the cable, signed by former U.S. ambassador David Wilkins.
However, a Canadian Border Services Agency official echoed the American assessment of Canada's export control systems. The CBSA, the cable said, spent most of its time ``targeting hundreds of mostly Iranian and Chinese foreigners'' as well as ``lots of Canadian dual-nationals'' who set up ``front companies for the purpose of procuring defence technologies.''
The problem, the CBSA told Ruggiero, was the Canadian judicial system.
``Canadian judges do not appreciate the seriousness of these crimes,'' the cable quoted a CBSA official as saying.
The CBSA said of 25 export-control cases, only one resulted in jail time, the cable said.

You make the mistake of assuming that informed Americans believe that Hillary Clinton's US Department of State has the interests of Americans in mind.
Canada acts the way it does because the Canadian Government has little respect for, and no fear of, the US Government, and it is not Canada's business to represent American citizens.

I also found it interesting that Canadians with mental health issues are being stopped from entering the USA but who gives a flip what comes over our southern border.
Canada is just frustrated they can’t pull off something as carefully orchestrated Operation Fast and Furious.
I don't think it's that. I have observed a subtle deterioration of relations between Canada and the US since Obama took office. Of course, America's relations with all of its allies has suffered since the election, but that's another story.
Canada has a conservative prime minister who is determined to balance the budget, lower taxes, and reintroduce traditional Canadian values. Mr. Harper is a trained economist.
The US has a marxist president who is determined to bankrupt his country, raise taxes, and get rid of traditional American values. Mr. Obama is a trained agitator/street thug/community organizer.
These two leaders don't have much in common and it shows in many, many ways. There is a lack of co-operation agency to agency in bilateral issues. There is some tension on the border, believe it or not, where law abiding citizens of both countries are subjected to scrutiny at the border that, I think, is somewhat unjustified.
There are two big construction projects waiting for some leadership from Washington that are stalled right now, and I put the blame squarely on Obama. One is the Keystone pipeline project to bring Canadian and US oil down to US refineries in Texas. The other is the international bridge project in Detroit/Windsor. Canada is willing to pay for both projects, neither one will cost the US taxpayer a dime. Both projects mean thousands of immediate and future jobs, a more secure energy supply for the US, and more future trade. Both projects are stalled. You tell me why.
Harper got alone fine with Bush. I'm sure President Perry or President Palin or the election of any republican president would mean better bilateral relations. These two just don't seem to have much common ground.

Reread your post and consider: you listed a lot of facts, reasons, and incidents that support my statement.
You said the same thing I did, I just used fewer words.
Any American that pays attention knows Canada is good at minding it's own business and minding business.
I cannot recall when or if Canada ever came whining or demanding something. I have never had to go to battle stations to defend myself or mine from a Canadian criminal, here or there. I cannot make the same statement about several south of the border societies. I have no evidence that Canada or Canadians operate with criminal disregard for US citizens, and I cannot make the same statement about US Government officials. You get my drift?
