Just my deranged thoughts:

On 9-10 all US Forces should go to DEFCON 1 (hopefully that’s the hightest)

On 9-11 massive force exercises should take place in the MED, Indian Ocean, South China Sea, North Sea, Pacific, etc.

These exercises should include live feed, live fire exercises.

I’m sure I left schtuff out.... but mayhaps you get my drift.
