1) They pretty much already do this. Except you’re forgetting the part where they force the slaves known as employers to do the work for them.
2) The IRS already invents amounts due and sends imagined bills to businesses. Lots of small business owners are inclined to pay out of fear. The payroll tax withholding and deposit rules are purposefully designed to generate additional tax revenue in the form of penalties. Our clients get notices all the time from the IRS and at least 50% of the time the money the IRS is demanding is not owed.

That is EXACTLY what they want to do. The federal government already says openly that they “allow” you to “keep” some of your money, that it all belongs to them.

The last time the IRS helped fill out my tax return, they sent me refund I didn't qualify for. One hour, 3 IRS phone jockeys, and 1 stamp later, I sent them the money back. The next week, they returned it. The next month, they asked for it back, with interest.
On another note, I wonder if the $345 billion increase in revenue will be offset by $690 billion in additional faking work pay tax credits.
