The decision was made for Bolden (one suspect the WH here), then Bolden made up the point system to fit.
It's so easy to see, and it doesn't even take a "rocket scientist".

On the other hand, he knew already that it wouldn't matter if we did or didn't; either way, he had as much chance of winning our electoral votes as a snowball had of surviving a downhill roll into Kilauea.
