Perhaps under that proposed program, but it's working out that way anyway, isn't it? As, e.g., illegals crowd emergency rooms in Houston and stick the Harris County Hospital District e.g. with their bills that they then walk away from, claiming indigent status.

HCHD is one of the hottest potatoes in county government, as I'm sure you're aware, as it is a huge source of revenue transfer from Harris County property-tax payors to indigent illegals, tweakers, etc. -- clients of the Democratic Plantation, in other words.

Now, you’re invoking EMTALA, a Federal law, as proof that a study about the feasibility of private insurance sales in 2001 is “working out that way.”

And as an indictment against - or an attempted indictment against - Governor Perry, its ridiculous.
