Besides flag protocol requiring the Stars and Stripes be higher than all other flags, the Stars and Stripes is placed to the left of the viewing audience when placed on the ground or floor.

In this Colorado school instance, when the Stars and Stripes is placed to the left in correct protocol, that particular bracket is tilted upwards, a most desireable position for our flag. The other flag bracket has any flag placed there flying parallel to the ground.

When this school gets the word, Old Glory will be in the bracket farthest to the left, thus flying tilting upward.

There are organizations - at least one - who have a flag protocol pamphlet. If every school receives one, perhaps some are not reading it.

I’m suggesting schools’ student councils receive one, also.
How about one for each classroom.

Why fly other countries’ flags, indeed.
Fly the Stars and Stripes and the state flag, only.
Refer to flag displays in textbooks to acquaint Americans with other countries’ flags, in case they go on ‘Jeopardy’ or some such - - -

Or have the teacher of the new ‘other country’ student show his/her FORMER flag to the classroom if the kid brings it to school, followed by showing the classroom OUR flag, yet again.

We have 4 grandkids attending Colorado schools - - - I do have a report that the elementary school 2 of them attend have the flag salute school-wide over the PA system, every day.
EVeryone, including janitors, students in halls, and parents, stop wherever they are, and participate. Excellent example to model. Just a normal, regular elementary school.
The granddaughter has had this privilege of leading over the PA, at least once.
