Surprised? Not me. An elementary school for crap's sake. Probably not a single staffer that ever studied Civics. Hell, most have done nothing in their lives except "go to school".

Probably not a single staffer that ever studied Civics. When I was in grade school the handling of our nations flag was serious business delegated to the more responsible students usually either BSA or 4-H. It was not allowed to touch the ground and yes adults were watching. It was raised first thing in the morning before classes started and lowered before the end of the school day. The only flag I remember seeing near our flag was our state flag flying below it.
