She was trying to speak in a very windy situation. I don't honestly think she screeched. But she WAS fighting wind.

We could chip in and get her “Autotune” I suppose but then since that’s the audio equivalent of the Teleprompter, maybe we better not. Anyone who’d not vote for her based on the sound of her voice shouldn’t be allowed outside without supervision anyway. Somehow, someway we will survive ;)

I didn't listen to the speech, but if wind noise was the problem, among the solutions is eliminating the offending frequency range. The frequency ranges of wind noise is in the same range as the lower end of the speaking range. So, in order to eliminate the wind noise, you need to also take out the lower end of the voice range. Leaving only mids and highs.
This might be what some are complaining about.
