The government has been paying farmers to fence their cattle out of running water for years, the pay for installation of tanks, pumps, piping and troughs. What city do you live in.
Look, the cattlemen don’t drive their cows 50 miles to the river, and then drive them back 50 miles for just a drink. They are smart. They are modern. They know there’s a water table and they drill wells, pump up the water, and the cows get to drink at home without all that walking.
