No, it's not. While she certainly sounds like she's giving a campaign speech, If she ends this very much campaign-sounding speech without making a definitive announcement one way or the other, a lot of people are going to be scratching their heads.

She announced that it is time for the people to take back their government. It is those who hold office who keep the reins of power away from the people. She will announce when she believes the people of this country are ready to stand for freedom, small government and the free enterprise system. As she has so clearly said again and again, you do not need to hold an office to bring fundamental change to our government.
Sarah is not the kind of citizen we are used to seeing. She is a womaqn of immense vision and talent with a deep yearning for family and love of country. We have not seen her like before.
