Exactly! Money (our tax dollar) goes out to grant and contract recipients which then goes back to the politicians in campaign contributions. This encourages the grant money to continue. The politicians then put the campaign contribution money into the market and try to grow new wealth for themselves; maintaining the original money in the campaign war chest so that they don’t violate campaign finance rules. No wonder these politicians are wealthy.
