why are they doing that if she is not going to run?
They are doing what you are doing. Trying to make her create a candidacy out of thin air. She has not done anything that will establish a candidacy with the FEC and she never intended to.
She has given hints though, like the kind that claim she can help support other candidates and get involved without being in office. “You don’t need a title to be a leader.”
