I think he’s cracking up. Seriously. The White House knows how bad all the time off looks, but the alternative is worse. This man can not function anymore and they’re doing the best they can to cover it up.

You may be right. It is clear that this governing thing is just beyond him. He either has an advisor write an executive order for his signature, or appoints a czar or commission to tell him what to do, or he does nothing but sit there in a daze.
