There was a huge political backlash over it as Democrats played it up to Hispanics (Bush didnt support that House bill naturally) so House Republicans put up a 'cave' amendment to remove that part of the bill, and then House Democrats joined some Republicans in voting the amendment down (for obvious political reasons) leaving the Felony provision in.

Even if the House had not removed the felony provision, the Senate, including some of our favorite RINOs, would not have passed it unless it had some kind of amnesty. Sometimes no bill is much better than "whatever we can pass."

The party was too split to agree on a common bill.

Well things definitely got worse when Pelosi took over the congress in 2007 and GWB announced that it was an opportunity to pass real immigration reform.
