This is a reference to propulsion.

NASA just launched a solar powered craft to Jupiter, where only nuclear powered craft have gone before.

This is a reference to payload power supply.

Nothing quite like comparing apples to atom bombs ...

and by massive support I'm referring to to the massive layoffs coming to NASA. lord knows that private industry has this under control in the next 15 years. NASA was a grand project.

That piece of bureaucratic junk killed two crews. No thanks. Better ships are coming off the assembly line at Space X, Boeing, and Orbital Sciences.

You're right on both counts, however the point is NASA has an inability to make a correct decision (nuclear or solar) when their priorities are all out of whack, or when they are being micromanaged by politicians.
