And you’re first instinct was right on - - it is exactly with the possibility of “civil unrest” in mind that many people carry in the first place. The state’s ludicrous declaration that CCWs are “invalid” is ludicrous. People would have to be fools to pay any attention to this nonsense.
But it does indicate what "the state" intends to do in a case of actual civil unrest...
