Bloomie was a life long DEM and wanted to be mayor, so he looked at the DEM list ( it was huge that year and he knew that he had NO chance of winnining the nomination !)and became a GOPer.

The next time he ran, he did so as an Indie.

This third time, which he truly couldn't have done, due to term limits, he twisted arms and had the city council change/tweek the law.
