The drenched rat effect is for drama. LOL--he's Grade D comedy with the disaster movie clips.
Now little Mayor Bloomberg is telling New Yorkers how to act again. It's almost like a bedtime story for his little subjects. I'm surprised he didn't tell everyone to brush their teeth before they go to bed. :::shudders:::
