And it was just a bit more difficult for FEMA to judge where to preposition supplies when the storm was coming AT any particular chosen area. When storm comes up the Atlantic coast, anywhere west of a certain longitude can be a safe bet for prepositioning depots.

We were actually driving back to Texas from Ms. during the Katrina evacuation and saw all of the trucks headed that way. I was in tears because living in Ms. through hurricanes all of my life, I knew that Katrina was going to be a bad one. There were fema trucks and electrical trucks all up and down Hwy.49 that day and throngs of folks headed north like us.
