Sorry, but when I read “secure” I read “closed.”
Definition of “secure”: to make firm or tight; to capture or confine; to make certain; to guard from danger or risk of loss; to make (a military position) safe from attack.
Gov. Perry was in the military, so I expect he uses “secure” in the military sense, which would include “closed.”
Then you need to pass that on to Perry for he doesn't speak or read it that way at all. You cannot seccure a door of passage until it is shut.....simple.
