Passage of this bill would have been at best pointless. In the worst case it would have weakened Presidential powers and given Congress the ability to make military policy...you want Harry Reid deciding ROE?

I'm pretty sure that Article I, Section 8 expressly states that congress shall have the power to "Make rules for the Government and Regulation of the land and naval forces."

Did you know about the bases that they troops were made to just walk away from AND LEAVE big caches of weapons for the Taliban? Ever hear of THAT in the annals of warfare?
