The judges said total bans on surfing the internet

Have to agree with this part. Totally impracticable and unenforceable. In any case one can barely find a job these days without using the internet in some fashion. In my hometown in LA every one of 25 jobs I had applied to even years ago said "sorry no applications here, apply online".

Too bad...that’s the price you pay when you bugger children...

The penalty should be summery execution on the spot.
