The actual situation is that legal immigrants can serve and can be put on an accelerated path to citizenship if they serve. Usually you have to wait 7 years to apply for citizenship.
Why would someone want to become a citizen sooner? One good reason is you can bring spouses and children over here more easily. Parents too. Legal non-citizens cannot do this.
