I know what you're saying. I've also been trying to figure out why that might be -- it's a real puzzler ...
Pennsylvania has concealed carry and Philadelphia lost their case in the Penn. Supreme Court over 4 years ago. Any Penn. permit is valid in Philadelphia. Penn. even allows out of state permits.
There are just 8 states in the country without shall issue concealed carry permits or no permit needed at all and local firearms law preemption.
So you've noticed this happening disproportionately in those 8 states?
There's another factor that correlates much more to the locations of these incidences and it's not gun laws.

Does not surprise me at all about Philadelphia. Since the Don Adams incident I have considered Philly to be thug rule.
Philly illegally exempted itself from CCW. You can legally conceal carry in Philly because ONLY the state government can legislate gun laws. You CAN’T Open Carry in Philly because it is considered a Class 1 population center -( 1 million + )
Pennsylvania Castle Doctrine applies to the street as well as the home and there is no legal recourse for the criminal to sue for damages.
You know how the Euros think we are crazy gunslingers... I was having a conversation last weekend with a Brit. about the riots and looting going on in the UK, the conversation
turned to the states and then he brought up guns in the states and how no one should have them (perfect timing ;)) I mentioned to him that all of the riots and lootings are happening in non-CCW states and explained that in the CCW
states, people would think twice about mugging or looting because no one knows WHO is carrying.. he was
shocked for a minute.. thought about it.. then he said, "Ah, now I understand... maybe we need something like that in the UK.." .. well DUH >.<
