A lot of it comes from how promotions are handed out to officers who can put down the most money given away to “build goodwill” and not to those who cut off the faucet of taxpayers’ money.
We need to return to the pre-1950 concept of what the military is for:
1. Find the enemy.
2. Kill them.
3. Go home.
