If he falls below 30% he's going to get a choice of resigning or being impeached. He has earned no friends even in his own party, and if the political winds blow strongly enough, they will "throw him under the bus" just as surely as they know he would do to them for any advantage, even a trivial and temporary one. It's not all that easy to drive the numbers down that far for a Democrat because they have certain groups (blacks, public unions, other welfare types) which will never abandon them. So if he gets into that range it will mean that everyone else has.
