Correction: IMO if there were zero, NO US regulations regarding manufacturing, the outsourcing/offshoring tide would continue unabated.

All jobs would go offshore? Ridiculous. Intel had a choice between building a plant here or in Asia and they chose Asia because the compliance cost was one billion dollars more, so guess what, they went to Asia. That has been going on for a couple decades. Another way to save and return manufacturing jobs would be to junk our payroll/FICA tax system with a national sales tax. It would be the equivalent of an import tax. I would prefer junking or transitioning away from the current Soc Sec program but that is not going to happen.
