What prudent merchant will hazard his fortunes in any new branch of commerce when he knows not that his plans may be rendered unlawful before they can be executed?

If Madison were alive today, he would have to once again summize that liberty is a fragile and fleeting condition that requires constant vigilance over. Tryanny has come full circle from his time to now.
