I think the key word in the article is BULK.
To the group of people that consider a 4 gun collection a "weapons cache", Bulk takes on a unique meaning.
Bulk – that’s another one of those vague ‘Geithner’ (Weasel) words that can mean practically anything.
It’s similar to:
‘Assault Weapon’
Or
‘High Capacity’
It doesn’t really mean anything specific so it can’t be used to control whatever the government wants it to control.
Bottom line: Bulk could mean “One” or 100.
