I have personal experience in this - 16 months of unemployment and UI barely covered the necessities (mortgage, insurance, groceries, utilities, etc.). Spending my UI did not create any new jobs, it only kept the jobs that were already existing in place.
I agree, these people are on some kind of drug. Or just idiots.

UI in my state does not cover the necessities but does keep the electricity on and allow the purchase of food and medicine. I would not have been able to pay for doctor visits without it; would not have been able to afford the internet connection to search for jobs; would not have been able to pay for gas to go on job interviews. At least the money was going to the local supermarket, gas station, and doctor’s office that did hire some of my neighbors.
