There are a few issues that will take him out at the knees despite the attempts to control the message.
I understand he did what he did so that insurance would cover it.
Perry did not “end run” yet Leg. They delegated the authority to the Exec. Branch. He gave an our to the Director he appointed and is responsible for.

Thanks for that post. You have just given best reason so far to oppose Perry on the Gardisil case.
Since Perry didn’t do that, your argument becomes null and void.
Do you really believe that statement? Or just in this particular case?
Take a Democrat controlled congress and Republican President. Do you think that still holds true? No vetoes? No Recess appointment around a stonewalling congress? No executive orders?
