A man who thinks it’s acceptable to make a unilateral decision, usurping the rightful power of the legislature, is NOT a man to be trusted.
The state has no right to mandate vaccines for diseases which can’t be passed by simply sitting next to someone in class.

Perry didn’t usurp anything - unless it was to make it easier to opt out than the current regulations at the time. The State legislature delegated the authority to mandate vaccines to the Executive Branch, the State Department Health Services. Perry directed the man he appointed.
