I'm thinking that Cloward-Piven applies in that the flash mobs are overwhelming the ability of law enforcement to do their jobs.

Too many people to stop and arrest. They are in, rob, and out again before the police can arrive. And any police that are there will not be able to stop 50-100 people intent on robbing and punching indiscriminately.

That's what Cloward-Piven is about: overwhelming a system beyonds its capacity to function, so as to force its collapse.

The UK simply upped the number of cops, went to the usual spots, and apparently they've been able to force the mobs back to regroup.
