It means somebody was possibly testing to find out if anybody would notice a “bomb”. A dry run ..??

Something similar to the woman who tried to carry a “bomb” on board an airplane.

What bothers me about this .. there seems to be way too many of these happenings lately .. and we know for a fact that the 9/11 hijackers did many, many dry runs.

And we know OBL was plotting attacks for 9/11, this year being the 10th anniversary. Just because he's dead doesn't mean the plans have ground to a halt.

I was reading another article and came across the 1"x1" pipe bomb and had to chuckle, I've had firecrackers bigger than that.
