Did they shut down their cell phone access? If not, they should. I’m sure the people can survive a few days without them. Then send in the Army, surround the rioters in a given area, arrest them, then go to another area. Or.....hit two or three areas at a time. Call it Fast and Furious...hit them fast and hard. Arrest all of them, take names and throw out the ones they don’t want. Prosecute them to the fullest. Extremely long prison sentences to show others it won’t be tolerated.
