This is just another new word from the Obama Military Dictionary....kinetic strike, kinetic military action.
This administration LOVES treating the citizens of this country like the little spoiled children they think we all are.

The heavy usage of the term started LONG before Obama; I believe it's actually a Rumsfeldism.
