Stroke of the pen (Executive Orders), as they’ve been doing all along since the R’s gained back the House. FAA strike ended via Executive action, and so will any other legislation they can’t get past the People. Look for NET Neutrality, Blanket Amnesty (before the 2012 election, for sure), and many other constituency-enriching actions.
