The blame is on MOVE. They had been trouble for well over a decade before the bombing. And those animals shot at the firefighters...that’s a big part of why the whole block went up.

Wikipedia says it was a 4 pound bomb. The police were at their wits end trying to deal with this, and the bomb was supposed to force them out. I always thought it was supposed to be a smoke bomb of some sort, although Wikipedia just says it was explosive. The fire was largely due to flammables stored in the house, again per Wikipedia. The whole thing bears a resemblance to Waco.
