This is law school 101, if you want to get out of a contract and can't find any other mechanism to do so. The I was drunk (or high, or temporarily Insane) is always a fallback. It IS a valid legal defense as people that are impaired can't enter into contracts. Fortunately, most courts take a dim view of it and see it for what it usually is, an manufactured excuse to get out of a bad contract. So unless he can produce photos or video of himself staggering into the contract signing chugging a pint of tequila. Odds, are he's going to lose.

From our cities on up...what/who is in charge anymore? Drunks, perverts, lecherous old men, lying hateful women, people with the “racist” chips on their shoulders, people calling Americans “terrorists” and other names, etc. It is all so sickening. The country is upside down with the slime and the crud at the top now. I feel so badly for the young people growing up who will never experience a country that once embraced morality, treated people with dignity, and honored the Ten Commandments and the Golden Rule.

I would also venture a guess that the mayor had a lucrative insider deal going——and the company renegged-—so he refused to pay.
