Yes, he read it more closely than the Republicans did. Basically, he will kill any proposal that does not include taxes so that the $500 billion in defense cuts activate. It is a threat I expect him to stick to.
And the GOP can cut off all sorts of funding too. There are no automatic taxes in this bill, NONE.
