Is it true, or false, that the proposed bill reduces federal outlays below the current levels?

Depends, I suppose?

For example, as more people join the ranks of Social Security (aging boomers), spending on that would increase. Let's say demographic growth is 6%. So if they "cut" the spending increase to 3%, that means less spending per capita.

But there's no reason to keep discretionary spending even at its current levels, never mind baselining it out.
