But what if a Bernie Sanders and some of the other ultra-lefty commies vote against cloture because the bill doesn’t raise taxes? It could very well fail in the Senate.

FWIW, Linda Graham left me a voice mail last week saying she would not vote for any debt limit increase it the legislation did not also include a balanced budget amendment.
I’ll be interesting to see how she votes.
