Postal service is Constitutionally mandated.

Along with 'post roads', the Federal Highways.

The Federal Highways (post roads) are constructed and maintained by private contractors. The Post Offices can be run the same way. I've lived in several places where the community post office was operated inside and by the local grocery store. It works just fine. Great service.

There are only a few miles of federal highway There are tens of thousands of miles of highways built by states with money provided through the federal gasoline tax.

A Post Road is one where a postal vehicle (owned by USPS or contracted for) can travel without charge or restriction.
