If they are unannounced, they are not candidates no matter how much they are “rising.”
Actually, the problem was (and it wasn’t just Bachmann’s camp) is that it is not fair to put people on the poll who hadn’t paid to participate after others had put down somewhere between $10k to $20K to participate. All of the candidates with tents there paid big money to participate in this poll and should not subsidize the likes of Romney.
