Since Obama wrote the year 2008 in the guest book at Buckingham Palace when he visited the Queen, just send him the 2008 Budget that was already passed by both Houses.
After all, Obama loves a good do over. He gets one just about every day. His proclamations have the lifespan of a Mayfly.
