This is strangely very much like OK city. Many in the anti-terrorist (Islamoterrorists that is) believe McVeigh was a “white, gun nut, militia” “cut-out”.
That is the real terrorists supply the money and means and “setup” an already nutty person to do this. “Cut-outs” have been used by KGB, Mossad, Cubans, German Nazis— you name it. It is a common technique, and the value of the cutout is to shield from a gullible press, or to make inroads against the very group you are “cutting out” because they represent a greater threat.
