The reality is that the last war we decisively won was WWII and we won that because we utterly and totally defeated and demoralized the enemy where ever we found him. Defeating the Japanese in the Philippines and the Nazis in France would have left us still fighting them today.

The Allied bomber force convinced the German and Japanese populations that if they didn't completely surrender, that we were willing to exterminate them down to the last man, woman, and child. Something like the Roman approach, as described by Tacitus: "They created a desert, and called it peace".
We will have war until the enemy is convinced that we WILL ultimately go Roman on them.
