In July 2008, Congress appropriated $465 million for the first phase of the Initiative -- $400 million for Mexico and $65 million for Central America and the Caribbean. The Department of State, and specifically my Bureau, has been charged with overseeing the largest portion of the Merida Initiative funding. I want to stress, however, that the Merida Initiative is a collaborative effort.
