According to my CHL instructor, in Texas, when pulled over, we're supposed to roll down the window, and stay in the vehicle with both hands in plain sight on the steering wheel. When the officer walks up, we announce our name, tell the officer we are licensed to carry a concealed weapon, and state whether or not we are packing.
It's also my understanding that the computer readout in most police cars in Texas will tell if the vehicle's owner is a CHL holder.
I understand in VA they already know from your plate so by the time he comes to the window there is no need to tell them what they already know.
In this situation, had it been me, considering the rant the cop immediately goes into, I’d not be wanting to keep yelling “I HAVE A CCW PERMIT!” out my window.
The cop was volatile from the get-go and I seriously doubt somebody -insisting- on informing him of a permit by “interrupting him” would have made him any calmer.

Sometimes my support dog rides with me.
He is -supposed- to protect me from strangers.
Will a cop shoot him if he barks as the guy approaches my vehicle?
