How do you vote on what is essentially a sketch on a cocktail napkin?

That’s the stupid thing about this — there’s no proposal, no bill, and no chance of having one anytime soon, that would look like the “gang of 6 plan”.

If the Senate wants, they can take the bill the house just passed, amend it to the gang-of-six plan, see if they can get that amendment through the Senate, and send it back to the house.

Except that since the house bill didn’t have revenue (taxes) in it, the Senate can’t actually do this, since all revenue bills must initiate in the house.

Easy. They did it for TARP. They did it for Porkulus. They did it for Obamacare.

There are those in Washington very happy to vote for something big and fill in the blanks later. They prefer it that way, actually...
